what are the best ways of welding a sheet of steel thickness 10 mm with a sheet of stainless steel 304 thickness 2 mm?
the sheets dimensions are 14 m * 4 m

is the riveting a better way than the welding
 
What is your application? What is the sheet steel composition? You need to be specific as to your application to determine if welding, riveting ot even spot welding are possible.
 
If you try and do a continuous weld on a thin stainless sheet that long, you will have some substantial warping. You either need some serious distortion control or a different way of fastening.

my application is that iam intending to make a huge silo to store ready made salt in it.
this silo will store arround 45 tons of salt
it is so economically to make the silo from carbon steel grade 37 and clade it with stainless steel 304 to prevent the silo from corrosion
so, what is the most appropriate way of welding those two metals
 
Ok. Is the silo to be used for storing salt for industrial purposes? Have you considered an epoxy coating or paint versus the stainless liner?

Wall papering the inside surface of the silo using 304L stainless steel is not uncommon. What I would do is to carefully fit the liner (like wall papering) following the contour of the silo and butt up the ends of the liner and completely seal weld them to the carbon steel substrate using the GMAW process, with ER309 filler metal. Once the weight of the salt presses against the liner, it will assume the contour of the silo and you should have no problems.
