I need some help. I do not believe ACI 318-08 is clear as to when you need to use staggered splices. Fig. R15.15.1 shows them and 12.12.5.1 states mechanical or welded splices can have staggered splices. When do you need to use staggered splices for horizontal reinforcing steel.

Thanks for the information. We are designing a concrete pedestal for a water tower. The hoop steel is designed as shrinkage and temperature steel. Therefore, I can't say there is twice the amount of steel at any given section. Am I looking at this correctly?
