I am looking for an equation to calculate stack anchor bolt tension forces under lateral (wind and seismic) loads. I seem to remember that there was an equation in the "Structural Engineering Handbook" by Perry. Unfortunately I no longer have access to that fine publication. Thanks in advance for your assistance.

Depending upon how big a stack you are talking about, this can be a little involved. You must calculate the wind loads on the stack, taking into account attachments. If you have a flexible structure, natural frequency < 1 Hz, then you have to use a flexible gust factor.

Once you apply the loads, you need to calculate the reaction forces at the base of the stack. You can use these reactions to design and calculate the anchor bolt chair. There are several books that have approaches to do this design. Here are a couple:
