Stable, soluble phosphorescent/fluorescent compounds?

I'm wondering if there are any water-soluble compounds with phosphorescent/fluorescent properties that are stable under light?

The objective is to disperse them within an aqueous base. Compounds that are insoluble tend to block other wavelengths of light excessively. Thus soluble compounds are the point of interest.

However, the problem becomes finding compounds that are stable. I have lots of compounds that are great... but after, say, 30 hours of full exposure to sunlight-level intensity, they're destroyed.

Frustratingly, a lot of the suppliers of such compounds don't even really have solid data on longevity.

Does anybody know of any such compounds?
