Can you post a heat balance? I don't understand the acronym "TV". Since this is an international forum, acronums may not always mean the same thing to others.
If you are having to isolate a heater, it means that you are sending more steam down through the turbine which is helping you achieve full power. It is however, most probably hurting your heat rate.
