Sprinkler foam system

Hi everyone,
I have a uery regrading a deluge sprinkler foam system installation which seems to me quite Weird.
While I'm conducting inspection for an indoor diesel tank, which is around 100 cubic meter capacity and located inside a room that is paer of a big high rise building, I found the contractor installed a deluge foam sprinkler for the tank!!as per my understanding and as per NFPA 11 Section 5.5.2 " Discharge Outlets. Tanks for storing liquid hydrocarbons shall be fitted with Type II, tank-mounted fixed foam discharge outlets as specified in Table 5.2.6.2.8."

So my question is this a proper design that is compliant with NFPA?, I believe the foam system discharge outlets shall be tank-mounted to disperse foam on the liquid level in even of fuel burning, not installed overhead the tank, hat do you think of this issue and have ever seen such an installation for foam system for indoor storage tank?
