It depends on the type of spring wire used.If a tempered wire product was used (e.g.oil tempered or chrome silicon) then Carburize's description is spot on. But, if the wire was music wire, stainless or something else, then some other term might be more appropriate.
How about overheated? Unless the temperature was in excess of ~ 650 C, then annealed does not apply. If the temperature did not exceed the A3 temperature (> 730 C), then normalized does not apply.
