Spraying of Live Low Voltage Switch

We have been asked by a body to organise yearly operation and lubrication of a 440 Volt 3 phase bolt-loc switch. They run between 800 and 4000A in size. I know this used to be done in the past but not sure if its any longer up to code (in Australia).

Are we able to safely spray a non conductive non flammable on a 440V switch without having to isolate the power to the switch first. Our network affords us the capability to have our units powered but no matter what, the load side of that switch will always remain energised.
 
I always like to ask the question "What could go wrong?"
 
On page 4 of this link you will find the lubrication instructions.
I am familiar with these switches and have rebuilt and lubricated a couple of them.
I wouldn't consider trying to properly follow these instructions to clean and lubricate a Bolt-Loc Switch with either side energized.
