I have a split tee 1.5" thick and is about to perform in-service welding onto a 24" dia 0.625 thk line. do i need PWHT?

What code of construction is this being done to?
What jurisdiction are you in?
Are there any special service requirements (lethal service)?
Is this system in a heavy cyclic condition?
What is the material of construction?
You have provided absolutely no information for anyone to provide a proper answer. For all we know, you could you be doing welding on a .05psi water pipe. Or... this could be a 500psi hydrogen sulfide pipe.
