Split factor/Current division use or not use ?

Hello All,

Why the split factor/current division is no more used in the ground calculation notes, most of the time it will allow to significatly decrease the value of current to the remote earth (from 0.9 for line to 0.1 for buried cables).
But in most of the calculation notes I have see it's never use...IEEE80 2000 is very clear about that point. Someone can explain me, is it in order to have a security margin ?

It is sometimes simpler on design that avoids more field surveys and calculations. It also will often result an over-conservative design, which is on the side of safety.

I have to work on the IEEE 80-2000 and I have a lot of questions.
