Speed Change Lanes Use of exhibit 10-71

I'm trying to decipher the use of Exhibit 10-71 in the AASHTO Greenbook (2001). Perhaps someone could enlighten me as to the "Ratio of length on grade to length of level for design speed of turning curve" in the table. Length on grade is straight forward but the denominator component of the "ratio" is a bit confusing. Is it a zero superelevation curve at design speed? Please Help, thanks!!
