Special Reinforced Concrete Shearwall Displacement

I am designing some concrete stair towers as shear walls. Because I am in Seismic Zone D these must be 'Special reinforced' and I am following the requirements of ACI 318 section 21.7.

In order to determine the need for special boundary elements I must compare the largest neutral axis depth to equation 21-8. I am not sure at all how to go about determining the design displacement.

I don't think it's the same as the drift limitations outlined in ASCE and I have built a plate model and analyzed it which gave very small displacements.

I have gone through an example problem in Kaplan Structural Engineering PE review 6th edition, but it wasn't quite detailed enough for me to learn much.

I would very much appreciate any advice on where to look for the proper way of designing this type of wall.
