International Railway Industry Standard (IRIS) pays special attention to special Processes. Special process is any process that cannot be validated using nondestructive methods and failure is only apparent during end use. What we need to do, is any supplier that has one of these special processes (Painting, Bonding, Wiring, Welding, Riveting...etc) Must qualify their product using destructive means. Does anyone know an industry standard (ASTM or other) for destructive validation of these special processes?
 
Your question is not clear . Are you suggesting equivalent ASTM standards applicable for different products used by the railways.

Normally in my experience the Railways have their own standards and norms and abide by them.

You have to perform destructive test for the initial production parts and sacrifice first 1 or 2 parts with destructive testing. there is no other way, you need to have cut ups from the parts and evaluate the results.
To have a general idea about the requirements you may check NADCAP site, used for aeronautic parts manufacturing but they try to deal with everything.
Checking their requirements may give an idea.
 
destructive test is inevitable, but establishment an integrated quality system is the most im portant thing, you should go to the suppliers' workshop, check the process parameters and in-line inspection records and the process capability analysis and routing destructive test records
