SPDs for protection relay cubicles in HV substations.

Hi.

1.Surge arresters in HV substation protect GIS and Transformer, which are very expensive equipment,
from damage caused by lightning strikes.
2.TLSA(Transmissin Line Surge Arrester) protects line insulators from damage by lightning strikes.
3.Protection IEDs are protecting GIS, Transformers and Bus by fast fault detection and isolation those
equpments from the rest healthy power systems.

As you know, all protection relay/IEDs must have immunity against surge according to IEC 61000-4-5 or 60255-26.
So I wonder whether SPDs, which are installed for protection of low voltage protection in commercial buildings,
are necessary to be installed in protection relay/IED cubicles in HV substation or not.
In my knowledge, IEC 60364 is only for below 1kV AC power system.

If some know about a reference for SPD in HV substation then let me know.
