Can power and instrument conduits run side by side? If not then what should be the minimum distance between them…

Define "power".

Also, are you asking about code requirements? If so, which code?

Or are you concerned about noise and other EMC issues?

There are two power conduits. One for 120/208V 250A cable, and the other is for 480V 30A cable. The power loads are lighting, HVAC, door opener etc.

By instrument coduits I mean the conduits for paging speakers and video cameras.

How much should the distance be between power and instrument conduits?

If you are running in steel conduit and using shielded cable, you shouldn't have a problem. If the 250 A circuit is in PVC conduit, I'd try to maintain 12 inch separation. The 30A circuit shouldn't be a problem.
