You don't say whether you are in sync or trad, but I believe it’s the same scenario
It sounds like your dimensions are locked.
To change a dimension from locked to unlocked, click the lock symbol on the dimension value edit handle, which is displayed when you click to place the dimension.
Or click the lock symbol in the Value area of the smart dimension or edit dimension areas. Right hand side of screen under the ribbon bar.

I think it sounds more like for some reason your dimensions are driven dimensions (blue) and cannot be changed (underlined) unless they are converted to driving dimensions.
