solar transformer unbalance LV phase to ground voltage 1

Solar transformer 5.5MVA, 33 - 0.69 - 0.69KV dual LV transformer vector group Dy11y11, floating neutral. We found unbalance phase to ground voltage in LV2, However LV1 Phase to phase, Phase to neutral voltage all are ok. Even Phase to ground voltage of LV 1 is ok. Only LV 2 is problem. Please any one clarify why the unbalance voltage measuring between phase to ground. How to overcome this problem.

Unbalanced loading or unbalanced supply.
 
Why do you expect the line to ground voltage to be balanced on an un-grounded system, and what is the problem you are trying to solve?
