Soil Testing IBC 2003

IBC 2003 states in section 1802.2.6 that a soil investigation must be performed. Then in 1802.2.7 there is an exception talking about using a diffent Sds. Does this apply to 1802.2.6 as well? If not why wouldn't it? Can anyone shed some light on this? Thanks in advance.
