Pressure Vessel Handbook 12th Edition Eugene F. Megyesy

Calculate the plate weight based on thickness, diameter and length, add weight for the heads, contents, internals, piping, supports, paint, insulation, etc.

A pretty vague answer to a pretty vague question.
