Software for Column Interation Diagram per Standard AASHTO (17th Edition), LFD, Eismic Category C

I need a software that can do what spColumn (formerly PCAcolumn) can do but using AASHTO Standards, specifically,checking a column and producing an interaction diagram based on a "phi" factor that varies with the level of axial stress per Div IA 7.6.2(B). A software in which a varying equation for "phi" factor can be part of the input would also work.
I came across Imbsen's Xtract and RECOL in the internet, has anyone use them for the purpose described above?
