Snug tight on a multiple bolt connection

For snug tightness, when verifing that the plies are in firm contact when several bolts are holding the plies together, does AISC require that all bolt heads be in contact with the ply?

All bolts must be snug tight. Per RCSC, snug tight requires that bolts must be sufficiently tight that the nut cannot be removed without a wrench. This would imply that the nut and head are both in contact with the outer ply. Or in contact with a washer which is in contact with the outer ply.

It is not uncommon to find it necessary to retighten bolts after other bolts in the connection are tightened.
