Snow Build-up

Imagine a parapet on a roof that is 16ft tall. Obviously there would be snow build-up in areas with snowfall.

But what if the parapet is higher than the snow depth (say 2ft) above the roof line. Can we neglect the snow build-up?? At what size of gap under the parapet can we ignore the snow build-up??

If there is enough wind to create a build-up, there should be enough to just send the majority of the snow under the parapet and off the roof, right??
 
Imagine 2ft of snow gently falls on the roof, a week later you get a blizzard. That 2ft gap isn't there anymore and you get a drift. We have long winters in my neck of the woods...
