SNET = INET/y, INET is calculated with respect to the center of bolt holes.
 
Like retired13 said. For Inet, use Igross and subtract from it the contributions removed by the bolt holes using the parallel axis theorem and negative areas .
 
Alright will give this a try and compare my value with the value they got.
 
I did some hand calcs about a year ago for single angle connections; where I was calculating the net plastic (not elastic) section modulus for smaller single angle connections.

My ultimate goal was an Smath sheet, but that never happened.

Anyway, the calculations are similar. I'll attach how I set up the calcs. It might help you.
