Slope in API 650 Storage Tank

Hello. I would like to know if it is mandatory per API 650 to manufacure a storage tank with a slope in the bottom. Tank's diameter is 24 feet. (Could we manufacture a storage tank with a completely flat bottom and meet API 650 requirements?

Slope is optional in API 650. I have seen many flat bottom API tanks.
