The external weld leg size = Xmin=1.4tn from Fig. UW-21.
The external weld leg size = c = tn from Fig. 2-4.
This looks like double stands and confused. And this may virtually make a contradiction between the client/user and manufacturer. The manufacturer prefers Fig. 2-4, but client may prefer Fig.UW-21.

mechengineer, here's the key: "When ASME B16.5 slip-on flanges are shown to comply with all the requirements provided in Mandatory Appendix 2 of this Division..."

They rarely do. Subject is discussed frequently, try a site search for more detail.
