Why Slip Critical Connection is REQUIRED when the beam is connected to the girder and it is near to the column (the distance of the beam to the column is less than or equal to 3 ft.).
I've checked the AISC steel manual 13th edition. it doesn't say it's required! A slip critical connection which mean no slippage is permitted. but do you have a load cycles? if you do then "slip critical connection is advisable". you may also check RCSC specification section 4.3. Also slip critical is very expensive!!!
This is generally an overly conservative requirement. As mentioned RCSC 4.3 provides criteria for the conditions requiring slip critical connections. The EOR may have added this requirement for a not performance reason. It is often intended for a higher quality control of the installation. I don't advocate the intent, but it is very common.
Another common note related to girder connections with filler beams within three feet of the column, is that the end reaction of the filler must be considered in the girder connection. Again this can be a very conservative practice. The occurs most often when a form of UDL is used to determine the reactions, and actual forces are not given.
Although I have never heard of such a requirement, it sounds like the design engineer is trying to take advantage of the transverse beams to assist in frame action. In other words, he is grasping at straws.
