Brake fluid is hygroscopic, so it will alway attract water through any space any larger than a water molecule, so in practical terms, it is impossible to keep the fluid dry over time when in use.
One approach is to change fluids regularly.
Another is to use corrosion resistant components when repairs are carried out. One example is to line hydraulic cylinders with a stainless steel tube.
