Slab on Grade Placement Tolerances

I have a 2 ft footing with an 8" foundation wall then a slab on grade that extends on top of the foundation wall. The foundations are being saw cut down to fit the future walls. I am trying to point out the foundation appear to be placed out of industry standard tolerances. When I look at ACI-117 4.2.1 the lateral alignment of members is 1 in. When I look at 4.2.2 the lateral alignment of slab edges for openings is 1/2". Is it right to look at the edge of the slab on grade and use the 4.2.1 or 4.2.2 section of ACI-117? Does the outside edge of the slab fall under 4.2.2? Also, please check that I am looking in the right placed for my foundation slab tolerances. Section 3 is foundation tolerances, but only appears to cover footings. I'm assuming I would move forward with just looking a the Section 4 cast in place section. Is there another document or another place that addresses slab on grade or foundation corners more specifically.
