Anyone knows any reference saying that BEAMS that has a width of greater than or equal to 1 meter can be considered as a SLAB?
 
Well, there can be beam strips in flat slabs, so, in a sense, yes.

Do you mean considered as a slab analytically, in regard to a specific code, or contractually?

Analytically, one could consider portions of a beam as columns or walls if so desired.
