Who can explain clearly why skin effect exist? Does it exist less at dc current or none exist? Why there is more skin effect at ac current?

If there was no electricity there would be no internet. Good point, don´t you? :D

Actually I think i've received great and brilliant answers from all of you, it would be a good topic to pursue my studies in electrical engineering at the doctoral level :D, still open this controversial issue

If you want a detailed mathematical analysis of skin effect and high frequency magnetic design then the book 'Soft Ferrites' by Edgar Snelling is worth finding. Old and out of print, but an excellent reference by any yardstick.

Already James Clerk Maxwell (1831 - 1879) provided all the mathematical background to understand skin effect.

Good engineers spent efforts once to understand this and will be capable to apply this later in analysis and - even more usefull- in synthesis of their systems.
 
Maxwell's work is relatively unknown outside of the scientific and engineering fraternity - a shame considering the magnitude of his contribution to the world.
