I have made some sort of change in sketch settings to get these red arrows when invoking Rapid Dimension (see graphic). What do they mean, and how do I turn them off?

those arrows shows the degree of freedom that the endpoints that they are on-top-of has.
i.e

-|-> = free to move in X-direction / un-constrained in X

same symbol but vertical = free to move in Y direction / un-constrained in Y

when creating dimensions and constraints , these will disappear.
