Dear Sir,

Can we sizing 1 PSV cover 2 case of fire case and block outlet ?

In general, you probably can, but can you give more details? Is there 1 vessel? How can 1 vessel have 2 fire cases? Can you attach information, like a P&ID? What are the flow rates and phases of the 3 scenarios.

To a ChE, the glass is always full - 1/2 air and 1/2 water.
 
I think he is referring to: 2 cases = fire case + blocked outlet case, but it was written in a confusing way.

Yes you can, the PSV will be sized for the governing case (largest relief flow) and it will cover the other case (smaller relief flow) as well. For the smaller flow case it will likely be oversized but you have to live with it.
