Siphon breaker in the lube oil tank

Why there is Siphon breaker given in the lube oil tank of compressors?
I read API 614, 4th edition. It is mentioned there ( API 614, 4th edition-1.3.10) But I could not understand it.
I could not understand what is oil conditioner. What is its purpose?
please help
