Single Stage Fermenter not working in Calgary

We have a sigle stage fermenter fed elclusively from sludge from Primary Clarifier. The scrapers bend and thick sludge comes to top. This is in Pine Creek Calgary. I told the Consultant CH2M HILL to conytrol the sludge blanket, but they do not accept it.

PLEASE HELP ?
