Simpson Anchor Bolts and Clearance Distances

I've been calling out Simpson cast in place anchor bolts for a number of residential projects recently. Typical products are: SSTB20, SSTB24, SB5/8X24, SB7/8X24 and SB1X30. Today I received a copy of Simpson Strong-Tie's publication T-ANCHORSPEC12. After browsing through this booklet it occurred to me that missing from their general connector catalog (C-2013) is the following details :

I've always assumed that a 3" clearance from the concrete/soil interface is required and pretty much a given however I'm not sure why the embedment needs to be 1/2 the le depth (slab foundation). With regard to the stem wall foundations could the anchor bolt not extend down to the footing? Why the 4" min. distance between the anchor bolt and footing?

I guess the questions are probably better answered by Simpson Support Staff but I am just wondering if anyone else has noticed these details and what your opinion of them is?
