I'm looking for a simple retaining wall program. (0-$50)

Any favorites our there?

I need it to do surcharge, water and dirt...

You are welcome. There is a bit more versatile product called RetainPro but it costs a bit more. They also have a design guide book (free with the purchase of their program).

I have never seen a retaining wall with a sharp cutout to reduce the wall section. Looks like a good place for stress concentrations to occur. Not something I would want on a retaining wall.

what pro could miss the 50% development length increase required when stress is over 80%?

This occurs commonly in walls made of stacked concrete masonry units (CMU ). In the US these are sometimes called "cinder blocks" and some other names. They typically measure 8" x 8" x 16" and have a hollow core or cores. They can be reinforced using ordinary steel deformed bars. Used this way there is no "cutout" but just a step caused by stacking the blocks differently.

The step in the wall does not cause a stress concentration, as any concentration would be in the concrete or masonry, which does not carry the tension. The bars in the top section have to be developed into the thicker bottom section.
 
I am also looking for a Segmental Retaining Wall Design software/ preferably a spreadsheet
