Silicon killed steel

I am designing a pressure vessel. The specification requires the carbon steel to be made to fine grain practice and be fully silicon killed. Can I use SA516 Gr. 70 for shell and dished head of the vessel?
 
Of course you can use SA516-Grade 70! It's one of the most common grades of steel used for pressure vessels. As you read throught the SA516 material spec you will note that the material is fully killed as a basic material spec requirement. However, also note that for some thicknesses the material is not supplied to fine grain practice. Therefore, you may have to highlight that as a requirement when ordering the material.
