I am looking for either a code reference (USA/CAN) or guideline for the allowable deflection of steel HSS posts supporting a relatively small sign structure (in the 40 sq. ft. range about 12 to 14 ft. above ground level)due to wind loading. The steel HSS posts cantilever from a concrete foundation below grade.

You wont find one. We used H/50 for plain signs and H/100 for brittle ones such as LED.

Hope this helps.

You can look at AASHTO code for highway sign structures. My office uses H/80 for a 25yr wind event.
