How do you calculate the Allowable Lateral passive pressure for a foundation sign pole design if you were given Allowable bearing pressure is 950 psf

I'd assume they had a test boring. Then ask for density and strength factors, which likely were available when figuring bearing cap'y. The least they have is N values and soil type. Looks like pretty poor bearing, or big safety factor for foundations, but not necessarily usable for a pole.

Also ask for internal friction angle of the soil.

Likely there has been a test boring of sorts and some form of tests since the number given is more precise than a rough number based on something other than the boring info, such as a building code.
