Shell Slots

Please can anyone tell me how to design/ specify slots for a Tank shell of 64m OD 12m high of 200,000 barrels.

The tank is being refurbished causing it to have a double bottom.

Look forward to receiving tips that can help.

Are the slots for the second bottom down low or for circulation vents up high?
