shell manhole neck

The neck a 24" diameter manhole was fabricated by rolling and butt welding a steel plate. This was made in shop. Is it necessary to RX the joint to meet the API 650.
If so, where in that code does such requirement appear?

See API 650 - 6.1.1: "Radiograph inspection is not required...welds in nozzle and manway necks made from plate..."
