shell and tube heat exchanger hydrotest procedure

As far as I know after maintenance or tube cleaning in shell and tube heat exchanger shell test is needed .how about tube test?
If tube test also needed which one should be done first?
Shell test or tube test?
 
It can be done in either order. I usually specify the tube side first so that I can inspect the tube-to-tubesheet joints while they are dry (with the channels removed) making leaks easier to spot.

What kind of standard You want to use?
In EN 12952-6, sec. 10.2 there is about Hydrotest. It is referenced next to EN 12952-3, sec. 5.7.4
