Sheetpile Deflection related to Passive Forces

I am trying to find the amount of deflection of a PZ 27 sheetpile to enable the 100% of the passive force resistance
 
The amount of relative movement required to mobilize full active pressure can be quite large, generally 1 to 5 percent of the embedded length. However, the relationship between displacement and earth pressure development is not linear. Most of the potential earth pressure is developed at relatively small displacements, but then it takes a lot of movement to develop the remaining potential earth pressure. This is why passive earth pressures are sometimes limited to 0.5 Kp.
