HAS ANYONE HAD EXPERIENCE WTH OR PERFORMED COMPARATIVE VALUE ENGINEERING ANALYSIS BETWEEN DRILLED SHAFT "SECANT" PILE WALL VERSUS "JACKED" STEEL SHEET PILE WALL? BOTH HAVE TO GO 70FT AND SOILS APPEAR TO BE ACCEPTABLE TO EITHER METHOD.

JROCK, what kind of info about VE are you looking for? In the final analysis it's a comparison of total project cost. Fuzzy parameters like time to install or public inconvenience during construction might apply. Life cycle cost, maintenance or aethestics might not apply depending on the project. Perhaps a difference between sheet pile and secant pile might be that your sheet pile wall would only be temporary shoring and a reinforced concrete structural lining would have to be built inside whereas you could design a secant pile wall to be both shoring and final structural lining. That would depend on what you're building.

However to point you in the right direction, we would need to get more information on the specific project.
Obviously if you are looking at these two options there are vibration issues, however how close to structures will the piling line be? What is the purpose of the wall? How water tight does it have to be? How much access or right-of-way is given? Is it permanent or temporary? Also, beyond just soils, where is the water table? Are there contaminates to worry about? Is there a time factor involved?
