Shear Wall Placement

A below grade shear wall is specified to be poured monolithically with adjacent columns on a new 5 story building. The contractor has poured 1 column separate from the wall.

What are the issues we should look at for having a cold joint here?

Is the horizontal wall steel continuous thrugh the joint into the column?

Yes,
I've reviewed it using chapter 17 of the ACI 318-02 code (applicable code) and found that by roughing the concrete up, with the steel crossing the joint, it is acceptable under 17.5.

As long as any uplift can be transferred to the column from the shear wall, and you can justify that transfer mechanism, I have no problems with that.
