Shear Strength of Concrete Less Than 0.8 vfcu

Dear all

As the tensile strength of concrete is estimated by 0.7 √fcu ，why many local design guidelines are to limit shear strength of concrete less than 0.8 √fcu rather than 0.7 √fcu or lesser?
