Is anyone aware of a company that designs and manufactures high capacity shear pins? We need to find a pin that breaks when it reaches a predetermined load (25,000 lbs.)
If not a pin, how about a bolt specifically designed to break when it reaches a predetermined load?

You better define the minimum and maximum that
you will allow. You are going to have to include
drawings to whomever you want to spec this out.
Is this just an overload condition?
 
Rexnord makes some very nice shear pin couplings. They aren't listed in their catalogs but they sell them.
