How to make a shear key in a reinforced concrete column and beam connection if the the column and beam are not poured at the same time?
 
Use a box out in the first one to be cast and include a access hole "letterbox" to make sure that the concrete fills the void.

Box outs can be timber, expanded polystyrene or similar.
