It can excite a range of frequencies together, if you drive it with white or pink noise, or some other broadband signal, or it can be used for one frequency, or for frequency sweeps. A mechanically driven shaker table may not be able to do all of this.
What a shaker table can't do is input a frequency response function! This is the transfer function between typically the force signal and a vibration signal on the test piece.
