Set Pressure for Thermal Relief Valve

I have pressure vessels that have small thermal relief valves to relieve overpressure due to thermal expansion of products. If I need to change the relief pressure of this valve, does it need to be performed by someone with a "VR" stamp? Of course the new set pressure is at or below the MAWP of the vessel.
